核心规则
按用户、收入和 SLA 影响给事故定级，并按级别固定沟通频率。
执行阶段
阶段 01事故分级
用 incident_classifier.py 按影响和紧急度划分 SEV1–SEV4，并确定响应要求。
阶段 02指挥与沟通
指挥官统筹响应，按模板和级别对应的频率向内部、管理层和客户通报。
阶段 03重建时间线
用 timeline_reconstructor.py 把分散的日志和事件整理成连贯的经过。
阶段 04事后复盘
用 pir_generator.py 按多种根因分析框架起草复盘，并沉淀为运行手册。
