## 核心规则

按用户、收入和 SLA 影响给事故定级，并按级别固定沟通频率。

## 执行阶段

1. **事故分级** — 用 incident_classifier.py 按影响和紧急度划分 SEV1–SEV4，并确定响应要求。
2. **指挥与沟通** — 指挥官统筹响应，按模板和级别对应的频率向内部、管理层和客户通报。
3. **重建时间线** — 用 timeline_reconstructor.py 把分散的日志和事件整理成连贯的经过。
4. **事后复盘** — 用 pir_generator.py 按多种根因分析框架起草复盘，并沉淀为运行手册。
