## Core rule

Error budget equals 1 minus the SLO target; the remaining budget sets change velocity, and an exhausted budget means a feature freeze.

## Execution Phases

1. **Define SLIs** — Express availability, latency and durability as good-events over total-events ratios in PromQL.
2. **Set SLO targets** — Choose targets and windows (e.g. 28 days) from user expectations, business needs, current performance and cost of reliability.
3. **Error budget policy** — Compute the budget and set actions at 50%, 10% and 0% remaining: postpone risky changes, freeze non-critical changes, freeze features.
4. **Rules, alerts, dashboards** — Write Prometheus recording rules and fast and slow burn-rate alerts, and show compliance, remaining budget and trends in Grafana.
