## Core rule

Review terraform plan before any apply; the deployment tool writes manifests and prints commands but never applies them itself.

## Execution Phases

1. **Generate the pipeline** — pipeline_generator.py scaffolds build, test and deploy stages for GitHub Actions or CircleCI.
2. **Scaffold infrastructure** — terraform_scaffolder.py generates AWS, GCP or Azure modules and runs validate and plan.
3. **Prepare the deployment** — deployment_manager.py writes blue/green or rolling manifests with health-check gates before traffic switches.
4. **Plan rollback** — Generate a rollback runbook for each release so you can revert to a named version quickly.
